Reporting Back from Water Institute Symposium 2018: An Interview with Bernard Cardenas

For those of us working in water-use, UF Water Institute's 2018 Symposium (WIS) in early February marked a highlight of this year thus far. Experts, researchers, practicioners and students gathered in Gainesville for two days of presentations and panels covering the spectrum of water research. As someone who focuses on water-use efficiency outdoors, I was especially heartened by consistent references to landscape irrigation as a great, untapped area for water savings. IrriGator caught up with Symposium presenter and attendee Bernard Cardenas to further explore this idea and WIS 2018.

Both the opening and closing symposium plenaries alluded to how much potential there still is for outdoor water savings. What are your thoughts on this? How do you feel your presentation addressed this idea?
BC: Yes. There is high potential for water conservation still. There are new approaches not only with smart irrigation technologies but also Florida-Friendly Landscapes. That program is doing good things. In addition, Orange County Utilities for example is doing sprinkler nozzle replacements and rain sensor cost-share programs for better efficiency and preventing unnecessary watering.

What I presented was about testing smart irrigation controllers in the real world with the OCU Project. After five years we still have fantastic results with this technology - 32% water savings with weather-based timers and 43% savings with soil moisture sensors. One interesting fact I found from the plenaries is that more than 90% of new construction, single-family homes, come equipped with automated irrigation - something that was not so common 30 or 40 years ago. This puts a lot of pressure on utilities to provide water, so there is real potential for savings there.

There were dozens of presentations during the symposium. Can you talk about one or two you attended that really surprised you with either ambition or new insight?
BC: I was really impressed with Nicholas Taylor, state specialized extension agent, and his H2OSAV data hub. He is mapping data by home and neighborhood showing green space, water use, etc. So there is macro data and micro data. You’re able to see water use by neighborhood and filter for high irrigators. Really impressive.

Dr. Migliaccio’s talk was also interesting, more indication that wireless technology and wireless capability is the future. Your phone or mobile device is becoming not just your computer but your remote control for everything including irrigation in both landscape and agriculture.
  
The WI Symposium happens every two years. Do you feel it’s useful to have cross disciplinary water experts get together this way?
BC: Absolutely. For me it’s the only conference I’ve been to where the main players working in water, not just conservation but also water quality and coastal issues, get together to present/discuss about water in a holistic approach. I think it’s fabulous. There’s discussion among experts and academics and even feedback from the public. For anyone who attended the closing plenary, you saw members of Our Santa Fe River show up during the question and answer time and raise real, end-user concerns to the panel.

Can you talk about any research you’re working on this year that may tie into the theme of “Shaping Our Water Future?”
BC: Yes. Two things. We’re working on analyzing data supplied by Orange County Utilities generated from their rain sensor cost-share program and nozzle replacement initiative. So we’re looking at pre-/post-implementation there. And we’re also comparing those participating homes to their neighbors and also to the net irrigation requirement to analyze whether irrigation is below, matches or exceeds what is necessary to keep a healthy landscape. This kind of analysis is helpful so that utilities can determine whether or not their investment in conservation programs really yields results.

We are also going to begin doing additional work testing pressure regulating sprinkler spray bodies, as well as bodies with check valves and also the "x-flow" device that some sprinklers have that plug water flow when the nozzle goes missing - all efficiency enhancing features that help save water outdoors.

Smart Moves to Save Water in Orange County, Florida

It’s fitting that I compose this post when rain has delayed my afternoon plans to mow and reminded me that I can turn off my irrigation timer until the weather conditions dry out. That said, for most people it isn't convenient to monitor their timer on a daily basis. New irrigation technology affords us the option of automated, weather-based irrigation.

Real World Testing
For several years now, we’ve been putting these new irrigation controllers to the test in Orange County. Last year we highlighted the progress of the project discussing the success of the technology with irrigation reductions.

This year we’re marking the publication of the project’s final report via the Water Research FoundationIn a nutshell, using smart irrigation technology we have measured irrigation reductions of 18% to 42% over more than a three year period.

Recently the Orange County Board of County Commissioners passed a resolution in support of smart irrigation controllers reducing excessive irrigation (i.e. saving water) based on our study. The Board recognizes that fast growing areas of the county will present a tremendous demand on the water supply infrastructure.

Incentivizing these technologies is a cost effective way to reduce water demand. Further, the majority of customers using these devices during the study were satisfied or extremely satisfied.

What does this mean for Orange County residents? In our study, smart controllers reduced irrigation when exempted from standard watering restrictionsBased on this success, plans are in the works to seek an exemption from watering restrictions for irrigation systems using smart irrigation technology. 

Some soil moisture sensor options: the potential for water-savings is boundless
Will these changes result in a full-fledged rebate program to encourage wide adoption of smart irrigation devices? Watch this space and stay tuned!

From Data to Action: Orange County and Smart Irrigation Technology

Following a little over three years of quiet research, the UF-managed smart irrigation study based in Orange County recently enjoyed some time in the spotlight. In July, Orange County Utilities (OCU), confident in the water saving data documented during the project’s lifespan, revealed the next steps for promoting water efficient technology to Central Florida.

A Study Intro
The smart irrigation technology study in Orange County is assessing the water saving potential of two devices in real-world locations:

a) weather-based (ET) irrigation controllers
b) soil moisture sensors (SMS)

167 homes around the county participate in the research - outfitted with one of these devices and a data-logging water meter. Treatments vary by soil type (flatwood or sand) and whether or not UF personnel engaged the study participant with educational material for using the device properly. A group of homes with time-based irrigation systems scattered among all the research areas is used as a control.

The Good News
The study numbers are in (Figure 1) and the water savings are clear, with flatwood soil homes showing less irrigation than sandy homes, and participants that engaged UF personnel showing better savings all around. Michael Dukes, lead researcher and professor of Agricultural and Biological Engineering, said: “The original objectives were to determine if smart controllers in Orange County could save water. We have shown that they do. Also, most of the customers with this technology indicate they are satisfied or very satisfied with it.”

Is there a difference between the savings achieved by the soil sensor and the weather-based timer? According to researcher/graduate student Eliza Breder the smart irrigation technologies that have site specific programming result in greater water savings. “The soil moisture sensors with site specific programming, on average, across all locations, are shown to apply the least amount of irrigation over the three year study when compared to all other treatments,” Ms. Breder said.

The Future
According to the Orlando Sentinel, Orange County Utilities is working with the St. Johns River Water Management District to establish a water restriction variance for homeowners installing smart irrigation devices. What will this mean? If you have a weather-based timer or soil moisture sensor scheduling your irrigation for you, one or two day a week restrictions no longer apply.

What else is in the works? Mr. Dukes would like to see these water efficient devices integrated into housing developments from inception.

“Our monitoring data show average savings 12-45% using these devices for customers that have been verified as having potential savings,” said Mr. Dukes. “We’d like to investigate whether these devices have water savings on a wide scale, say development wide. We are in discussions currently to gauge builder interest in using these technologies widely.”
